National Chi Nan University and the Hehuanshan Dark Sky Park: Regional Partnership for SDG Policy Development
國立暨南國際大學與合歡山暗空公園:區域永續政策合作典範
National Chi Nan University (NCNU) actively collaborates with the Nantou County Government and various agencies to promote sustainable environmental governance through the Hehuanshan Dark Sky Park Project.
The initiative aims to reduce light pollution, protect ecological environments, and promote sustainable astro-tourism in central Taiwan.
In partnership with the Taroko National Park Headquarters, Forestry and Nature Conservation Agency (Nantou Office), Cingjing Tourism Association, and the Taiwan Dark-Sky Association, NCNU provides academic consultation on environmental assessment and policy design, helping shape the region’s sustainable development framework.
The project received the 2024 CommonWealth Magazine City Governance Award (Environmental Protection Category, Excellence Award) for its outstanding achievement in implementing the United Nations Sustainable Development Goals (SDGs), including SDG 11 (Sustainable Cities), SDG 13 (Climate Action), and SDG 15 (Life on Land).
Since 2017, the collaborative team has worked to obtain international certification from the International Dark-Sky Association (IDA), making Hehuanshan the first internationally certified dark-sky park in Taiwan (2019). Ongoing efforts include establishing local lighting control regulations, constructing the Yuanfeng Star Theater and Shuguang High School Observatory, promoting astronomy education, and developing sustainable tourism practices.
Through cross-sector collaboration between academia, government, and industry, NCNU plays a key advisory role in shaping regional SDG policy and advancing Taiwan’s visibility in global environmental sustainability.
國立暨南國際大學(NCNU) 與 南投縣政府 攜手推動 「合歡山暗空公園」計畫,透過跨域合作共同打造光害防制與永續觀光並行的環境治理典範。
該計畫由南投縣政府觀光處主導,並結合 太魯閣國家公園管理處、農業部林業及自然保育署南投分署、清境觀光協會、台灣星空保護聯盟 等單位,暨大則提供環境評估、政策諮詢及學術研究支援,協助建立區域永續治理架構。
自2017年啟動至今,團隊致力於改善光害問題、監測星空品質、推動環境教育與星空觀光,並於 2019年通過國際暗天協會(IDA)認證,成為全台首座國際認證暗空公園。
2024年,該專案榮獲 《天下雜誌》第二屆城市治理卓越獎-環境保護組優選獎,肯定其在聯合國永續發展目標(SDGs)推動方面的卓越成果。
縣府與暨大共同努力下,推動光害管制自治條例修訂、辦理天文教育與導覽人才培育課程,輔導在地業者採行減光措施,打造兼顧保育與觀光的永續生態環境。此合作不僅提升台灣的國際能見度,也展現了地方政府與大學攜手實踐淨零與永續治理的典範。
